This Plan defines a series of transportation improvements designed to address the needs in Marion County over a period of twenty years. Clearly the financial resources required to implement all of these recommendations will not be available immediately. Thus, it is necessary to define which projects should receive priority consideration. Projects will need to be undertaken as the necessary funds become available. Thus, they have been ranked here in three priority classes: High, Mid-range, and Long Range. Several projects span both the High and Mid-range categories in recognition of the fact that they are of sufficient size to make completion within five years unlikely.

High Priority (1-5 years)

  • Operational improvements – including addition of coordinated signal systems on Fairmont Avenue, Locust Avenue, and US 250 in Middletown Mall area.
  • Improvements to US 250 from Watson to South Fairmont – widening to three lanes south from Meadowlane Avenue to Mary Lou Retton Drive and from I-79 north to Holbert Road (CR 250/20) with possible signalization at Holbert Road and the south end of Mary Lou Retton Drive.
  • I-79/Downtown Connector – one of three alignments pending detailed analysis now underway.
  • Begin work on Rivesville Connector with connection to Pricketts Fort – final alignment to be determined through further study.
  • Conduct sight distance survey of intersections in the County.
  • Safety upgrades at key intersections – primarily improvements to sight distance problems and added turning lanes.
  • Improve CR 58 to race track area.
  • Connector from East Fairmont High to Pump Station Road with upgrade to Pump Station Road and signalizations at Kingmont interchange.
  • Begin upgrade of county routes during routine maintenance.
  • Coal Run Hollow Parkway Study.
  • Begin Eldora/Enterprise Connector.
  • Replace Bridge at Pricketts Creek on CR 72.
  • Locust Avenue improvements (widening to three lanes from Fourth Street to Fairmont General Hospital).
  • Correction of the misalignment of Newton Street and Jefferson Street Bridge.

Mid-range Priority (6-15 years)

  • Complete I-79/Downtown Connector – one of three alignments pending detailed analysis.
  • Complete work on Rivesville Connector with connection to Pricketts Fort State Park – final alignment to be determined through further study.
  • Third Street Bridge with Connector to Locust Avenue – replaces Fourth Street Bridge. (may also be accomplished with Coal Run Hollow Parkway which requires feasibility study).
  • Complete Eldora/Enterprise Connector.
  • Continued upgrade of county routes.
  • Bicycle Facilities – upgrade connection through Fairmont between existing rail-to-trail facilities. Bicycle facilities should also be provided on Country Club Road, Locust and Fairmont Avenues, and be incorporated into the design of the I-79/ Downtown Fairmont Connector.
  • Upgrade of State and Federal routes in rural areas as listed in Table 6.
  • US 19/US 250 Connector in northwest Fairmont.
  • Improvements to Suncrest Boulevard (priority could be upgraded to allow redevelopment of the Sharon Steel or Phillips Lighting sites).
  • Inter-modal transfer facility.
  • Provide improved access to port facilities primarily through upgrade of Suncrest Boulevard (CR 73/28) and connection to I-79.
  • Provide improved pedestrian facilities in downtown Fairmont and on Fairmont Avenue.
  • Modification of Kingmont interchange to improve operations.
  • Improvements on US 250 from White Hall south to Taylor County.
  • Improvement of CR 27 from Eldora/Enterprise Connector to US 19.
  • Upgrading of county routes during routine maintenance.

Long Range (16 years +)

  • Correct misalignment of CR 27 and WV 218 (as discussed on page 44).
  • Continued upgrade of county routes throughout Marion County.
  • I-68 spur in the western area of the County – long range project dependent on extension of I-68 from Morgantown to WV 2.
  • Upgrade of county routes during routine maintenance.
  • Upgrade of State and Federal routes in rural areas (see attached projects list).
