The Consultant shall provide conceptual design (Phase I) and preparation of construction contract plans and related documents (Phase II) for the retrofit of the Veterans Memorial Bridge anchor bolt tie-down system for Abutment Number 2, both the north and south assemblies, utilizing detailed Finite Element Analysis. CLOSED Notice is hereby given by the West Virginia Department of Transportation, Division of Highways, that consulting services will be utilized for a six year inspection project per the current National Bridge Inspection Standards for the following projects:
  1. New River Gorge Bridge, Fayette County, US19 over the New River. The bridge consists of twenty three spans with an overall length of 3030′-6". There are fourteen steel deck truss spans at 129′-9"; five continuous steel deck truss spans at 126′-6"; four continuous steel deck truss spans at 143′-6". The fourteen steel deck truss spans are supported by a 1700′-0" open spandrel steel truss arch. The bridge has two 35'-0" roadways separated by a 2′-0" median barrier.
     
  2. Fort Henry Bridge, Ohio County, Interstate 70 over the Ohio River. The bridge consists of ten spans with an overall length of 1660′-0". There is one steel riveted deck girder span at 185′-0"; a steel tied arch span at 577′-6"; three continuous steel girder spans at 186′-0", 189′-0", and 160′-0"; five continuous steel beam spans at 72′-0", 72′-0", 72′-0", 69′-0", 69′-0". The bridge has two 26′-8" roadways separated by a 2′-7" median barrier. There is a 4′-2" sidewalk on each side of the bridge.
     
  3. Dunbar-South Charleston Bridge, Kanawha County, Interstate 64 over the Kanawha River, WV25, US60 and Norfolk & Southern Railroad. The bridge consists of fourteen spans with an overall length of 2382′-9". The continuous steel welded deck girder spans are as follows: 122′-0", 151′-0", 122′-9", 116′-9", 155′-9", 125′-9", 125′-9", 126′-4", 211′-2", 420′-0", 211′-2", 169′-9", 171′-3", 145′-9". The bridge has two 35′-11 1/2" roadways separated by a 2′-5" median barrier.
     
  4. Parkersburg-Belpre Bridge, Wood County, US50 over the Ohio River and CSX Railroad. The bridge consists of eleven spans with an overall length of 2530′-0". There are three cantilever steel through truss spans at 375′-0", 750′-0", 375′-0"; eight continuous steel stringer spans at 124′-0", 124′-0", 126′-0", 146′-6", 118′-5", 120′-10", 142′-0", and 118′-0". The bridge has two 32′-0" roadways separated by a 2′-0" median barrier and one 5′-0" sidewalk.
     
  5. Fort Hill (Eugene A. Carter Memorial) Bridge, Kanawha County, Interstate 64 over Kanawha River, WV61, CSX Railroad. The bridge consists of seventeen spans with an overall length of 2246′-11". There are six continuous steel deck girder spans at 122′-6", 139′-6", 112′-3", 129′-3", 146′-6", 145′-6"; a simple span steel through truss at 465′-0"; four continuous steel deck girder spans at 119′-0", 119′-0", 114′-9", 114′-9"; six continuous concrete box beam spans at 82′-6", 83′-6", 82′-6", 82′-6", 83′-6", 82′-6". The bridge has two 58′-6" roadways and an open median.
     
  6. New Martinsville (Korean War Veteran’s) Bridge, Wetzel County, WV7 over Ohio River. The bridge consists of eight spans with an overall length of 2094′-6". There are three cantilever steel through truss spans at 429′-0", 715′-0", 429′-0"; three simple span steel girders at 98′-6", 98′-6", 117′-0"; two simple span steel girders at 98′-6", 98′-6". The bridge carries a two lane 28′-0" roadway with a 3′-0" sidewalk on each side.

CLOSED Notice is hereby given by the West Virginia Department of Transportation, Division of Highways, that consulting services will be utilized for the acquisition, processing and display of roadway data suitable for use in the Division’s Pavement Management System, Maintenance Management System, Geographic Information System and Highway Performance Monitoring System. The work will be performed statewide on all Interstate, US, West Virginia and selected county routes in addition to other non-continuous road sections that include the Highway Performance Monitoring System (approximately 17,500 centerline miles). The data collection will include, but not necessarily be limited to: roughness, rutting, faulting, pavement cracking, shoulder type and width, global referencing data, highway centerline geometrics, roadway assets and digital roadway images. The consultant will also be responsible for formatting data to meet Highway Performance Monitoring System requirements. In addition, the consultant will be responsible for providing the Division with the means to update the Division’s video logging intranet website.

Bond Grade Financial Study. This work shall consists of a study and preparation of a report on the feasibility of generating revenue through the sale of bonds against revenue generated from the creation of various Toll Facilities through out the state.   3. State Project S328-20/20-0.12 00, Duhring Street Pony Truss Bridge located in Mercer County. The project consists of preparing a Phase I Yellow Report Study leading to the study, design and preparation of contract plans and related documents for the replacement of the Duhring Street Bridge of approximately 116 feet in length. Anticipated Notice To Proceed is June 2007.
  4. State Project S340-35-1.06 00, Scary Creek T-Beam Bridge over Scary Creek in Putnam County. The project consists of the study, design, and preparation of contract plans and related documents for the replacement of the Scary Creek Bridge of approximately 131 feet in length. Anticipated Notice To Proceed is July 2007.
  5. State Project S310-16-1.57 00, Mill Creek Bridge over Mill Creek in Fayette County. The project consists of the study, design and preparation of contract plans for the replacement of the Mill Creek Bridge of approximately 313 feet in length. Anticipated Notice To Proceed is August 2007.
  6. State Project S311-17-0.10 00, Lucille Stalnaker Bridge over the Little Kanawha River in Gilmer County. The project consists of the study, design and preparation of contract plans and related documents for the replacement of the Lucille Stalnaker Bridge of approximately 117 feet in length. Anticipated Notice To Proceed is July 2007.
  7. State Project U318-62-5.40 00, Evans Bridge over Mill Creek in Jackson County. The project consists of the study, design and preparation of contract plans and related documents for the replacement of the Evans Bridge, which shall include the addition of a turning lane at the intersection of WV 62 with WV 87. Anticipated Notice To Proceed is May 2007.
  8. State Project S213-63-21.36 00, Caldwell Bridge over Howard’s Creek in Greenbrier County. The project consists of preparing a Phase I Yellow Report Study leading to the study, design and preparation of contract plans and related documents for the replacement of the Caldwell Bridge of approximately 110 feet in length. Anticipated Notice To Proceed is May 2007.
  9. State Project S309-18-15.92 00, Blandville Bridge over Meathouse Fork in Doddridge County. The project consists of the study, design and preparation of contract plans and related documents for the replacement of the Blandville Bridge of approximately 170 feet in length. Anticipated Notice To Proceed is May 2007.
  10. State Project X341-154-1.42.00, Shawnee Parkway located in Raleigh County. The project consists of a study to establish impacts and prepare a Corp of Engineers Permit with possible wetland mitigation work for approximately 18 miles of proposed highway. Anticipated Notice To Proceed is June 2007.
• March 1, 2007 Open Norfolk Southern Railway (NSR) is seeking proposals including statements of qualifications, for construction management services for the duration of the Heartland Corridor Clearance Improvement Project, a federally funded project. The selected Contract Engineering firm (Contract Engineer) will designate an individual who is a registered Professional Engineer to serve as Construction Manager and provide plan review, inspection, construction surveying, quality assurance materials testing, and contract administration under the overall supervision of the Railway’s Project Manager Structures.

2. State Project S323-17-18.56 00, Clothier Truss Bridge Replacement over Spruce Fork in Logan County. The existing structure is about 135' in length. The fee for this work is approximately $400,000, more or less.

3. State Project X331-705/1-0.00 02, WV 705 Connector Bridge over West Run in Monongalia County. The proposed structure is approximately 350' in length. This work shall be in coordination with contract plan development for roadway prepared by Engineering Division’s In-House Design Section and may include other structures if required during project development. The fee for this work is approximately $400,000, more or less.

4. State Project S343-47-5.67 00, Oxbow Bridge Replacement over South Fork of Hughes River in Ritchie County. The existing structure is about 206' in length. The fee for this work is approximately $500,000, more or less.

5. State Project U344-33-12.76 00, Colonel Ruby Bradley Bridge Widening over Spring Creek in Roane County. The existing structure is about 226' in length. The fee for this work is approximately $300,000, more or less.

6. State Project S350-152-40.39 00, Beech Fork Concrete Beam Bridge Replacement over Beech Fork Creek in Wayne County. The existing structure is about 113' in length. The fee for this work is approximately $350,000, more or less.

7. State Project S352-36-2.16 00, S L Morgan Bridge Replacement over Fishing Creek in Wetzel County. The existing structure is about 185' in length. The fee for this work is approximately $500,000, more or less.

8. RHL Boulevard Extension: Work includes about 0.5 mile of two lane street extension with a bridge over Davis Creek and Kramer Road in Kanawha County. The fee for this work is approximately $650,000, more or less.

1. State Project S205-2/23-0.00, Ohio River Bridge Crossing. Work shall consist of the proposed Ohio River Bridge and associated approach roadway connecting WV 2 in Brooke County in the Wellsburg vicinity with Ohio 7 in Jefferson County in the Brilliant vicinity; development of National Environmental Policy Act (NEPA) documentation and related initial, preliminary and applicable final design studies, which work is anticipated to require an Environmental Assessment/Finding of No Significant Impact environmental document. The consultant will perform all related environmental surveys and documentation required to complete NEPA documentation and allow for the selection of an alignment. Surveys and documentation will comply with West Virginia and Ohio state environmental regulations and federal regulations including, but not limited to, Clean Water Act, National Historic Preservation Act, Endangered Species Act, and Section 4(f). Upon completion and submission of the work stipulated above and selection of an alignment, the consultant shall study, design, and prepare construction contract plans and related documents. This bridge shall replace the existing Market Street Bridge near Follansbee.
 

2. Replacement of the existing Richard “Dick” Henderson Memorial Bridge 20-25SPUR-0.05 (1341), which crosses the Kanawha River and connects US 60 in the city of St. Albans with WV 25 in the city of Nitro in Kanawha County. The existing structure is about 1,365' in length. Work shall consist of development of National Environmental Policy Act (NEPA) documentation and related initial, preliminary and applicable final design studies, which work is anticipated to require an Environmental Assessment/Finding of No Significant Impact environmental document. The consultant will perform all related environmental surveys and documentation required to complete NEPA documentation and allow for the selection of an alignment. Surveys and documentation will comply with West Virginia state environmental regulations and federal regulations including, but not limited to, Clean Water Act, National Historic Preservation Act, Endangered Species Act, and Section 4(f).
