Notice of Consulting Services

 
 
Notice is hereby given by the West Virginia Department of Transportation, Division of Highways, that consultant services will be utilized for the study, design, and preparation of contract plans and related documents, unless otherwise noted, for the following projects:
  1. State Project S335-40-6.65 (00), Monument Place Bridge over Little Wheeling Creek located in Ohio County.

    The project consists of preparing a Phase I Yellow Report Study leading to the study, design and preparation of contract plans and related documents (Phase II) for the replacement of the existing bridge of approximately 200 feet in length. Anticipated Notice to Proceed is August 28, 2008 with a completion date of  December 28, 2009.
     
  2. State Project S328-20/5-0.07 (00), Bramwell Twin Pony Truss over the Bluestone River located in Mercer County.

    The project consists of the study, design, and preparation of contract plans and related documents for the replacement of the Bramwell Twin Pony Truss of approximately 137 feet in length. Anticipated Notice to Proceed is August 28, 2008 with a completion date of November 28, 2009.
     
  3. State Project S303-85-4.47 (00), Skin Fork Bridge over Skin Fork located in Boone County. The project consists of completing the design, and preparation of contract plans and related documents for the replacement of the Skin Fork Bridge of approximately 36 feet in length, after WVDOH has completed the PFR, RW-1&2’s, and Span Arrangement. Anticipated Notice to Proceed is October 28, 2008 with a completion date of  July 28, 2009.
     
  4. State Project S324-83/14-0.03 (00) English Road Bridge over Dry Fork in McDowell County.   The project consists of completing the design, and preparation of contract plans and related documents for the replacement of the English Road Bridge of approximately 100 feet in length, after WVDOH has completed the PFR, RW-1&2’s, and TS&L. Anticipated Notice to Proceed is June 28, 2009 with a completion date of January 28, 2010.
     
  5. State Project S317-9-5.09 (00), Gregory Run Arch Bridge over Tenmile Creek in Harrison County.  The project consists of completing the design, and preparation of contract plans and related documents for the replacement of the Gregory Run Arch Bridge of approximately 115 feet in length, after WVDOH has completed the PFR, RW-1&2’s, and TS&L. Anticipated Notice to Proceed is May 28, 2009 with a completion date of December 28, 2009.
     
  6. State Project S342-219/86-5.18 (00), Lazy Run Bridge over Lazy Run in Randolph County.  The project consists of completing the design, and preparation of contract plans and related documents for the replacement of the Lazy Run Bridge of approximately 50 feet in length, after WVDOH has completed the PFR, RW-1&2’s, and Span Arrangement. Anticipated Notice to Proceed is February 28, 2009 with a completion date of November 28, 2009.
     
  7. State Project S342-219-19.12 (00) Rafe Run Bridge over Rafe Run Creek located in Randolph County.  The project consists of the study, design and preparation of contract plans and related documents for the replacement of the Rafe Run Bridge of approximately 45 feet in length. Anticipated Notice To Proceed is October 28, 2008 with a completion date of November 28, 2009.
     
  8. State Project S309-23-15.19 (00), Tarklin Run Slab Bridge over Robinsons Creek in Doddridge County.  The project consists of the study, design and preparation of contract plans and related documents for the replacement of the Tarklin Run Slab Bridge of approximately 32 feet in length. Anticipated Notice To Proceed is October 28, 2008 with a completion date of November 28, 2009.
     
  9. State Project S336-33-5.93 (00), Seneca Creek Bridge over Seneca Creek located in Pendleton County.

    The project consists of only the design for an approximate 240-foot bridge. Anticipated Notice to Proceed is May 28, 2009 with a completion date of November 28, 2009.
     
  10. State Project S327-62-20.53 (00), Jefferson Avenue Bridge over Crooked Creek located in Mason County.

    The project consists of only the design for an approximately 126-foot bridge. Anticipated Notice to Proceed is December 28, 2008 with a completion date of April 28, 2009.
     
  11. State Project S342-9/3-0.02 (00), Shavers Fork Bridge over Shavers Fork of the Cheat River located in Randolph County.

    The project consists of the study, design, and preparation of contract plans and related documents for the replacement of the Shavers Fork Bridge of approximately 175 feet in length. Anticipated Notice to Proceed is February 28, 2009 with a completion date of February 28, 2010.
     
  12. State Project S341-3/2-0.03 (00), Edwight Truss Bridge over Marsh Fork located in Raleigh County.

  13. State Project S309-23-6.80 (00), Franks Run Bridge over Franks Run in Doddridge County.   The project consists of completing the design, and preparation of contract plans and related documents for the replacement of the Franks Run Bridge of approximately 40 feet in length. Anticipated Notice to Proceed is April 28, 2009 with a completion date of January 28, 2010.
     
  14. State Project S324-83/3-0.02 (00), Bartley Branch Road Bridge over Dry Fork located in McDowell County.

    The project consists of completing the design and preparation of contract plans and related documents for the replacement of the Bartley Branch Road Bridge by eliminating the existing bridge and developing 3,000 feet of new roadway utilizing the existing bridge at CR 83/1 upstream from the existing Bartley Branch Road Bridge. Anticipated Notice to Proceed is June 28, 2009 with a completion date of February 28, 2010.
     
  15. State Project S343-50/34-0.11 (00), Nutter Farm Bridge over Goose Creek in Ritchie County.

    The project consists of completing the design, and preparation of contract plans and related documents for the replacement of the Nutter Farm Bridge of approximately 164 feet in length. Anticipated Notice to Proceed is August 28, 2009 with a completion date of May 28, 2010.
     
  16. State Project S320-79-20.57 (02), Left Hand Fork Bridge over Left Hand Fork in Kanawha County.

    The project consists of completing the design, and preparation of contract plans and related documents for the replacement of the Left Hand Fork Bridge of approximately 300 feet in length. Anticipated Notice to Proceed is August 28, 2008 with a completion date of May 28, 2009.
 
Method of payment shall be Lump Sum.
 
Single or multiple assignments may be made for this work.
 
Firms interested in being considered for any or all of these projects must submit a “Letter of Qualification” and unpriced prospectus to Mr. Carl J. Bowyer, Section Head, Initial Design Section, Engineering Division, Division of Highways, Building Five, Room A-437, 1900 Kanawha Boulevard, East, Charleston, West Virginia 25305-0430 prior to 4:00 p.m. on June 27, 2008.
 
As a minimum, the prospectus shall include the following evaluation factors:
 
       1.        Professional qualifications necessary for satisfactory performance of the required services.
 
       2.        Specialized experience and technical competence in the type of work required.
 
       3.        Capacity to accomplish the work in the required time; personnel qualifications, and present workload.
 
       4.        Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.
 
       5.        Location in the general geographical area of the project and knowledge of the locality of the project.
 
In addition to the above evaluation factors, the prospectus shall include, as a minimum, the following items:
 
       1.        A completed copy of the Division’s Consultant Confidential Qualification Questionnaire, if not already on file for the calendar year 2007, dated January 1, 2007 or later.
 
       2.        Location of office in which the work will be performed.
 
       3.        Type of work anticipated to be subcontracted or performed by a subconsultant.
 
       4.        Indication of whether a cost accounting system has been maintained and is in effect such that it is capable of segregating and identifying accumulating costs for each job that is performed under cost type projects.
 
       5.        The completed copies of the Division’s Short List Selection Criteria Technical Evaluation Factor form limited to a single page of data. One loose leaf copy of the form is to accompany the bound unpriced prospectus. The Consultant is to indicate whether or not they hold a valid “Certificate of Authorization” from the West Virginia Board of Professional Engineers to offer engineering services within the state. Cross referencing on this form to other parts of the prospectus is not acceptable.
 
A single “Letter of Qualification” and unpriced prospectus is required. All evaluation factors as noted herein before will be given equal consideration in the selection process, unless a project specific weighting of the evaluation factors is shown in the Notice for Consulting Services.
 
Prior to entering into contract negotiations, the selected firm and any subconsultants shall submit a current audited overhead rate computation performed by a State or Federal government agency or independent CPA firm. The submitted overhead audit shall contain a detailed exhibit of the computations with all applicable eliminations and references. The audit shall be done in accordance with Government Auditing Standards issued by the Comptroller General of the United States and all eliminations required by the Federal Acquisition Regulations will be made.  This requirement will be waived for the selected firm or any subconsultant when its portion of the fee for the project is less than One Hundred Thousand Dollars ($100,000.00). In such instances, a company computed overhead rate may be utilized.
 
It is policy of the West Virginia Department of Transportation, Division of Highways, that Disadvantaged and Women-owned Business Enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.
