Notice is hereby given by the West Virginia Department of Transportation, Division of Highways, that consultant services will be utilized for the development of a Smart Transportation Management Center. Included in the project will be facility design, systems integration, and the delivery of a fully operational Smart Transportation Management Center (STMC) within the WVDOH Central Headquarters, and at the Marshall University’s Rahall Transportation Institute in Huntington, West Virginia. The consultant/systems integrator shall provide a proven off-the-shelf advanced Transportation Management System (ATMS) solution that can be delivered with minimal or no software development. This work shall include the following operations –

1. Project management required to completely develop a fully functional STMC,
as well as management of other sub-consultants/contractors related to the STMC and overall ITS development;
2. Facility design equipment purchasing, oversight of existing facility remodel to accommodate the STMC;
3. Configuration management of documents software configuration management plan;
4. ATMS implementation, which would consist of off-the-shelf software solution(s)/interface requiring little or no software development, as well as the system test plan for the proposed STMC(s);
5. Provisions to provide software and hardware upgrades to maintain performance and functional requirement of future system(s);
6. Provisions in providing ongoing integration, as well as software and hardware maintenance support for the future STMC(s);
7. Provisions in providing training for system administration and operators in deploying the STMC(s);
8. Integration of multi-agency systems (i.e. WVDOH GIS, State Police CAD/Instant Notification standards etc., as well as neighboring State ITS/STMC systems (Virginia, Maryland, etc.) .

Work is anticipated to begin in September of 2007, with completion of the proposed system to be accomplished no later than March of 2008. One firm will be selected for this work. Firms interested in being considered for this work must submit a letter of interest and unpriced prospectus to Barry Warhoftig, Director, Traffic Engineering Division, Division of Highways, Building 5, Room A-550, 1900 Kanawha Boulevard, East, Charleston, West Virginia 25305-0430 prior to 4:00 P.M., June 29th, 2007.

As a minimum, the prospectus will include the following items:

1. A completed copy of the Division’s Consultant Engineering Confidential Qualification Questionaire, if not already on file, dated January 1, 2007, or later;
2. Overall capabilities to handle this work, including work force available to assign to the project, personnel qualifications, and present workload;
3. Location of office in which the work would be performed;
4. Type of work anticipated to be subcontracted or performed by a sub-consultant;
5. Indication of whether a cost accounting system has been maintained and is in effect such that it is capable of segregating and identifying accumulating costs for each job that is performed under cost-type projects; and
6. A completed copy of the Division’s Short List Selection Criteria Technical Evaluation Form, limited to a single page of data. Cross-referencing on this form to other parts of the prospectus is not acceptable.

A single “Letter of Qualification” and unpriced prospectus is required. Significant evaluation factors, in order of their relative importance and experience, methodology and/or approach, personnel qualifications and availability, and scheduling shall be provided.

Prior to entering into contract negotiations, the selected firm and any sub-consultants shall submit a current audited overhead rate computation performed by a State or Federal government agency or independent CPA firm. The submitted overhead audit shall contain a detailed exhibit of the computations with all applicable eliminations and references. The audit shall be done in accordance with Government Auditing Standards issued by the Comptroller General of the United States and all eliminations required by the Federal Acquisitions Regulations will be made. This requirement will be waived for the selected firm or any sub-consultant when its portion of the fee for the projects is less than One Hundred Thousand Dollars. In such instances, a company-computed overhead rate may be utilized.

It is policy of the West Virginia Department of Transportation, Division of Highways, that Disadvantaged and Women-owned Business Enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.

The selection of a firm will be based on experience, expertise in the type of work to be performed including demonstrated ability, capacity of firm to perform contract, time required to accomplish work, past performance both technically and administratively, and quality management and workmanship.
