Notice of Consulting Services |

Notice is hereby given by the West Virginia Department of Transportation,
Division of Highways, that consultant services will be utilized for the
study, design, and preparation of contract plans and related documents,
unless otherwise noted, for the following projects:
1. State Project U320-60-16.80, Charleston CBD Traffic Signal System Renovation, Kanawha County.
Work includes renovation and improvements of approximately 30 traffic signals in the downtown Charleston area. 2. State Project S350-64-0.06, I-64 Signing Renovation, Cabell and Wayne Counties.
Work includes renovation and upgrade of signing on I-64 from 29th Street Interchange to the Kentucky State Line. This work also includes all Interchange lead-in signing. 3. State Project U354-50-4.83, US 50 Signing Renovations in Wood, Ritchie, Doddridge, and Harrison Counties.
Work includes renovation and upgrade of signing on US 50 from Parkersburg to Clarksburg. This work also includes all Interchange and Intersection lead-in signing. 4. State Project S335-70-0.03, I-70 Roadway Lighting, Ohio County.
Work includes renovation, improvements of roadway lighting on I-70 from the Ohio state line to the Pennsylvania state line. This work shall include all Interchange and roadside lighting, bridge lighting, with the possible inclusion of navigation and high-mast tower lighting. 5. State Project S317-50-15.48, Bridgeport Hill Roadway Lighting Renovation, Harrison County.
Work includes renovation and improvements of lighting on US 50 from 0.2 mile west of WV 20 O/P to I-79 Ramps. This work shall include Interchange and Intersection lighting. 6. State Project U320-77-95.00, Charleston Area Roadway Lighting Renovation, Kanawha County.
Work includes renovation and improvements to all existing junction boxes, lighting stations, cabling, and other miscellaneous components of the lighting system on I-64 and I-77 in Charleston, including Interchanges and side road lighting. Approximate project limits are as follows: on I-64 from Davis Creek to I-64/I-77 junction, and on I-77 from Yeager Bridge to I-77/I-79 junction. The above projects are currently scheduled for work to begin early 2007. Single or multiple assignments may be made for this work. Method of payment shall be Lump Sum. Firms interested in being considered for any or all of these projects must submit a “Letter of Qualification” and unpriced prospectus to Mr. Barry Warhoftig, Director, Traffic Engineering Division, Room 550, Division of Highways, Building Five, State Capitol Complex, Charleston, West Virginia 25305 prior to 4:00 p.m. on December 22, 2006. As a minimum, the prospectus must include the following items for evaluation: 1. A completed copy of the Division’s Consultant Confidential Qualification Questionnaire, if not already on file for the calendar year 2006, dated January 1, 2006 or later. 2. Overall capabilities and technical competence to perform the specialized work required, including work force, equipment, availability to assign to the project, personnel qualifications, present workload, and the capacity to accomplish assignments. 3. Location of office in which the work will be performed. 4. Past performance on contract with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5. Type of work anticipated to be subcontracted or performed by a subconsultant. 6. Indication of whether a cost accounting system has been maintained and is in effect such that it is capable of segregating and identifying accumulating costs for each job that is performed under cost type projects. 7. The completed copies of the Division’s Short List Selection Criteria Technical Evaluation Factor form limited to a single page of data. One loose leaf copy of the form is to accompany the bound unpriced prospectus. The Consultant must indicate on the form whether they hold a valid “Certificate of Authorization” from the West Virginia Board of Professional Engineers. Cross-referencing on this form to other parts of the prospectus is not acceptable. A single “Letter of Qualification” and unpriced prospectus is required. All evaluation factors as noted herein before will be given equal consideration in the selection process, unless a project specific weighting of the evaluation factors is shown in the Notice for Consulting Services. Prior to entering into contract negotiations, the selected firm and any subconsultants shall submit a current audited overhead rate computation performed by a State or Federal government agency or independent CPA firm. The submitted overhead audit shall contain a detailed exhibit of the computations with all applicable eliminations and references. The audit shall be done in accordance with Government Auditing Standards issued by the Comptroller General of the United States and all eliminations required by the Federal Acquisition Regulations will be made. This requirement will be waived for the selected firm or any subconsultant when its portion of the fee for the project is less than One Hundred Thousand Dollars ($100,000.00). In such instances, a company computed overhead rate may be utilized. It is policy of the West Virginia Department of Transportation, Division of Highways, that Disadvantaged and Women-owned Business Enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. |
