Notice of Consulting Services

  Notice is hereby given by the West Virginia Department of Transportation, Division of Highways, that consulting services will be utilized for the study, design, and preparation of contract plans and related documents, unless otherwise noted, for the following projects:

1. State Project X302-9/56-0.00, Raleigh Street Extension.

Work includes about 1.2 miles of four lane street with bridges over Tuscarora Creek and CSX Railroad in Martinsburg, Berkeley County. The fee for this work is approximately $1,500,000, more or less.

2. State Project S323-17-18.56 00, Clothier Truss Bridge Replacement over Spruce Fork in Logan County.

The existing structure is about 135' in length. The fee for this work is approximately $400,000, more or less.

3. State Project X331-705/1-0.00 02, WV 705 Connector Bridge over West Run in Monongalia County.

The proposed structure is approximately 350' in length. This work shall be in coordination with contract plan development for roadway prepared by Engineering Division’s In-House Design Section and may include other structures if required during project development. The fee for this work is approximately $400,000, more or less.

4. State Project S343-47-5.67 00, Oxbow Bridge Replacement over South Fork of Hughes River in Ritchie County.

5. State Project U344-33-12.76 00, Colonel Ruby Bradley Bridge Widening over Spring Creek in Roane County.

The existing structure is about 226' in length. The fee for this work is approximately $300,000, more or less.

6. State Project S350-152-40.39 00, Beech Fork Concrete Beam Bridge Replacement over Beech Fork Creek in Wayne County.

The existing structure is about 113' in length. The fee for this work is approximately $350,000, more or less.

7. State Project S352-36-2.16 00, S L Morgan Bridge Replacement over Fishing Creek in Wetzel County.

The existing structure is about 185' in length. The fee for this work is approximately $500,000, more or less.

8. RHL Boulevard Extension: Work includes about 0.5 mile of two lane street extension with a bridge over Davis Creek and Kramer Road in Kanawha County.

The fee for this work is approximately $650,000, more or less.


The above projects are currently scheduled for work to begin early 2006.

Single or multiple assignments may be made for this work.

Firms interested in being considered for any or all of these projects must submit a letter of interest and unpriced prospectus to Mr. Michael D. Epperly, Section Head, Consultant Services Section, Engineering Division, Division of Highways, Building 5, Room A-437, 1900 Kanawha Boulevard, East, Charleston, West Virginia 25305-0430 prior to 4:00 p.m., Friday, December 16, 2005.

As a minimum, the prospectus will include the following items for evaluation:

1. Overall capabilities for performing the work.

2. Work force available to assign to the project.

3. Personnel qualifications.

4. Present workload.

5. Location of office in which the work will be performed.

6. Type of work anticipated to be subcontracted or performed by a subconsultant. The firm must provide a written commitment if it intends to utilize a Disadvantaged Business Enterprise registered with the Division of Highway’s Contract Administration Division’s EEO Section to perform a portion of the work and shall identify the firm to be utilized and the work to be performed or, as a minimum, identify the work to be performed by such a firm. Such commitment shall be individually given for each project shown above. It is the Department’s goal to utilize Disadvantaged Business Enterprises to the fullest extent practical on these projects.

In addition to the above evaluation factors, the prospectus shall include, as a minimum, the following items:

1. A completed copy of the Division’s Consultant Confidential Qualification Questionnaire, if not already on file, dated January 1, 2005, or later.

2. Indication of whether a cost accounting system has been maintained and is in effect such that it is capable of segregating and identifying accumulating costs for each job that is performed under cost type projects.

3. A completed copy of the Division's Short List Selection Criteria Technical Evaluation form limited to a single page of data. Cross referencing on this form to other parts of the prospectus is not acceptable.

4. Indication of the project or projects for which the firm is submitting information for consideration. If the submission is for all projects, a statement to that effect shall be made and a detailed listing shall not be required.

A single letter of interest and unpriced prospectus is required regardless of the number of projects requested by the firm for consideration. All evaluation factors will be given equal consideration in the selection process.

Prior to entering into contract negotiations, the selected firm and any subconsultants shall submit a current audited overhead rate computation performed by a State or Federal government agency or independent CPA firm. The submitted overhead audit shall contain a detailed exhibit of the computations with all applicable eliminations and references. The audit shall be done in accordance with Government Auditing Standards issued by the Comptroller General of the United States and all eliminations required by the Federal Acquisition Regulations will be made. This requirement will be waived for the selected firm or any subconsultant when its portion of the fee for the project is less than One Hundred Thousand Dollars ($100,000.00). In such instances, a company computed overhead rate may be utilized.

It is the policy of the West Virginia Department of Transportation, Division of Highways, that Disadvantaged and Women-owned Business Enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.
