All bids are to be received at the Authority's Administration Building, 3310 Piedmont Road, Charleston, WV 25306 prior to the scheduled bid opening. If proposals are to be mailed via U.S. Postal Service regular mail, they must be addressed to the West Virginia Parkways, Economic Development and Tourism Authority, P. O. Box 1469, Charleston, WV 25325. The Authority picks up this mail once a day between 7:00 and 8:00 a.m. However, Express Mail One Day Service, Federal Express, United Parcel Service (UPS), etc., must be sent to the West Virginia Parkways, Economic Development and Tourism Authority, 3310 Piedmont Road, Charleston, WV 25306. It shall be the bidders responsibility to determine their transmittal method so that their bids will arrive in the Authority's office prior to the scheduled bid opening. Bids received in the WVPEDTA's office after the scheduled opening will be returned to the bidder unopened. Each bid must be in a sealed envelope bearing the name and address of the bidder and the name of the goods/services for which it is being submitted.  Fax bids will not be accepted.

All bidders must be a registered vendor with the State of West Virginia and provide their vendor registration number with their bid proposal issued by the WV Dept. of Administration, Purchasing Division, or, upon receiving notice of intent to award.  To receive Resident Vendor Preference, bidders must complete a Preference Certificate which may be obtained from the Parkways Authority website:  www.wvturnpike.com/bid

All bidders must be in compliance with WV State Code §21A-2-6, Unemployment & Workers Compensation status with the Bureau of Employment Programs (BEP) prior to award.  If the vendor is reported in “default” status, the Parkways Authority is prohibited from issuing a purchase order to that firm.

The Authority reserves the right to reject any and/or all bids. 

All vendors are responsible for all toll charges associated with providing goods and/or services to the Parkways Authority.
