Planning and Research
This section is responsible for administration of the Research, Development and
Technology Transfer Program. The Section's main responsibilities
include:

Solicitation, selection and monitoring all State
Planning and Research (SPR) funded research projects conducted
primarily by state colleges and universities, and occasionally by
private contractors or other research institutions when the need
arises.

Dissemination of research findings through report
distribution, and coordination of seminars, technology transfer
activities, technical training workshops and implementation of
research results.
Each year the
Transportation Planning and Research Section solicits ideas for new projects by sending
Problem Statement Solicitation Forms
to Divisions and Districts of the WVDOT/DOH. Problem
statement solicitation forms are also sent to regional colleges,
universities, bridge and highway contractors and engineering
consultants. A proposed Time
Schedule Summary has
been developed to outline the solicitation and selection processes for
funding new projects. Due to mitigating circumstances, however, this
schedule is subject to variation. For more information regarding this

Problem statement solicitation forms are accepted throughout the year
and filed until the annual selection process begins. After a given
deadline, any problem statements received are held until the
subsequent year. During the selection process,
Problem Statement Evaluation Forms
are used by the sponsoring Divisions and upper management to evaluate
all submissions received prior to the deadline. Based on this
evaluation, a list of recommended problem statements are submitted to
upper management for final approval. The approved problem statements
are then sent to state colleges and universities and/or to private
contractors or other research institutions, and a
Request for Research Proposals
is
made.
All proposals submitted are rated by the
sponsoring Divisions and upper management using a
Proposal Evaluation Form. If appropriate, an advisory committee is established to ensure that the
objectives, work plan and proposed implementation process meet the
needs of the WVDOT/DOH. When a proposal has been approved and a
research agreement has been executed, the research team is expected to
submit
Monthly Progress Reports and detailed
Invoices for all
charges incurred. At the completion of the project, three copies of
the draft report are submitted by the researcher for review. In
addition, the Principal Investigator may be asked to give a close-out
presentation in order to provide training, demonstrate software,
explain the findings of the research, or assist with the
implementation process. When a draft has been accepted for
publication, five printed copies of the
Final Report
(see report requirements)
as well as a copy of the report on a compact disk in an
accessible Adobe Portable Document Format (PDF) are required. As a
final step, an Implementation Status Report
is sent to the Project Monitor to
complete and to initiate application of the research findings.

has been included on this website. Printed copies or Adobe PDF copies
are available for the most recently completed projects, and printed
copies are available for many of the projects completed since the
early 1970's. A list of
Active Research
Projects indicates the Project Titles, Principal
Investigators, Project Monitors and Duration of all Federal, State and
SPR funded research projects. For more information regarding the
status of an active research project or the solicitation, selection,
monitoring and close-out processes for all transportation research
projects, please contact the Research and Special Studies Section at
either of the email addresses listed below.
