Creates the "Hatfield-McCoy Regional Recreation Authority" to enable and facilitate the development and operation of trail-oriented recreation facilities for use by off-highway vehicle enthusiasts, equestrians, mountain bicyclists and others in southern West Virginia. While the law addresses non-motorized uses, the majority of users are all terrain vehicles, dirt bikes or similar motorized vehicles.
