| Materials Control, Soils and Testing Division
Administration of all contracts for highway construction,
maintenance and resurfacing projects is comprised of a wide array of
multifaceted activities.
Responsibilities for each of these activities are assigned to a
variety of sections or groups each of whom in turn report either to
the following:
MCS&T Sections
Aggregates and Soils Group
This group maintains the approved source listings, performs
aggregates and soils testing at Division level, reviews the District
laboratories for conformance to minimum required standards, and
reviews District and contractor’s testing procedures and
documentation.
Sub-Surface Investigation Group
All work related to both performing coring and the subsequent
investigations regarding pavement thickness, soil borings and
accompanying boring logs are handled by this section.
Environmental and Coatings Group
Any and all matters regarding environmental issues encountered by
the Division of Highways including underground storage tanks and the
disposal of hazardous wastes fall under the responsibilities of this
group. Work related to coatings include the approval of painting
materials and processes, the monitoring of any coatings for use in
pipe or other coated materials and the approval of manufacturers and
suppliers of painting materials.
Metals Group
The inspection of structural steel, reinforcing steel, fasteners
and signing materials at the fabrication site are handled by this
group. This inspection is critical to the incorporation of any
metallic items or components into highway and bridge contracts.
Performance of bolt rotational capacity tests at both point of
manufacture and the project site as well as assurance of quality of
related materials are all conducted by this group.
Concrete/Cement Group
The first responsibility of this group is the establishment of
procedures and maintenance of test records to determine and maintain
approved sources of cement incorporated into highway construction
contracts. All concrete mix designs are reviewed and approved by
this group. This group also coordinates and conducts Portland cement
concrete technician testing and registration statewide.
Asphalt and Hot Mix Group
Similar in nature to the Concrete/Cement Group, the Asphalt Group
establishes procedures relative to the mix design and testing of
asphalt concrete. The group monitors the mix design components and
the effectiveness of the design itself. Testing procedures in the
field and the lab related to asphalt concrete are developed and
reviewed in this group.
Quality Assurance
The quality of roadways, whether newly constructed or
upgraded/maintained, is determined by various testing and review
procedures handled by this group. Smoothness requirements,
independent division level field testing for quality assurance,
oversight of project and district testing procedures and overall
roadway analysis review are all responsibilities of the Quality
Assurance Group. Additionally, the development of consultant
inspection agreements and the calibration and repair of various
testing instruments including nuclear density testing devices are
handled here.
