Engineering
Division
The Engineering Division is
responsible for the survey and preparation of, or the review and
approval of, plans and specifications for the construction,
reconstruction, and relocation of all roadways and bridges within
the State Highway System. The division is also responsible for the
placing of legal notices in newspapers concerning public meetings,
public hearings, and location and design requests and approvals, as
well as conducting the public meetings and public hearings for the
location and design phases of projects.
The Division is organized into six sections: Consultant Review,
Consultant Services, Technical Services, In-House Design,
Environmental and Administrative.
Consultant Review
The Consultant Review Section is responsible for the review and
approval of the design plans that are prepared and submitted by
consultant firms.
Consultant Services
The Consultant Services Section prepares advertisements for design
projects, conducts scope of work meetings, negotiates fees and
prepares legal agreements between the Department of Transportation
and design consultants as well as other government agencies and
private entities. We maintain design consultant qualification files.
We publish "Procurement Procedures for Negotiated
Contracts" as part of the rules and regulations for the
Department. We also publish Consultant Confidential Qualification
Questionnaire and Cost Accounting Statement forms.
Technical Services
The Technical Services Section provides technical support to the
Engineering Division. This includes preparing and maintaining up to
date Design Directives, Drainage Manual, Standard Details, Erosion
Control Manual, Pavement Design Manual, etc., in Metric versions as
well as English. In addition, we do preliminary study reports for
bridge replacement projects, hydraulic studies, and oversee all
necessary environmental permit applications, as well as prepare
PS&E's for all projects.
In-House Design
In-house Design Section is responsible for the survey and in-house
preparation of plans and specifications for the construction,
reconstruction, and relocation of all roadways and bridges within
the State Highway System.
Environmental
The Environmental Services Section prepares all environmental
documents necessary for each highway project in order to comply with
the National Environmental Policy Act of 1969, the Department of
Transportation's Regulations Act and pertinent Executive Orders.
Environmental Services also acts as liaison between various
historical and resource government agencies and other divisions
within the Department.
