Program Planning and Administration

Diversity is the keyword in describing the DOH Program Planning and Administration Division.  Not only are we responsible for planning for all modes of travel (air, water, surface), we are also involved in a great variety of other activities.

We prepare maps for use by other Divisions and Districts, businesses and the general public.  They range from the widely used “tourist” map to the County maps so valued by hunters.

The Highway Data Services unit maintains roadway  data, ranging from surface type and widths to traffic usage.  If you want to know the physical characteristics of a road or if it is on the State System, this is the appropriate source.  This section also makes additions and abandonments to the highway system as well as maintaining the Local Road Names file..

The Research and Special Studies Section is responsible for administration of all Federal, State, and State Planning and Research (SPR) funded research projects. This involves the solicitation, selection and  monitoring of research projects conducted primarily by state colleges and universities, although some research projects are conducted by engineering consultants or bridge and highway contractors. At the conclusion of a project, this section is responsible for dissemination of the research reports and assisting with implementation of the research findings.

The Traffic Analysis unit is responsible for counting current traffic on our St
ate road system, and for projecting and forecasting future traffic for proposed projects.

The Grant Administration unit deals with a variety of "non-traditional" grant programs. 

Our Preliminary Engineering unit performs engineering studies of proposed highway projects and corridors.  The scope usually includes development of alternative locations and their evaluation in terms of cost and various social, economic and environmental effects.

Other steps in the planning process include: classification of roads according to required levels of service, determination of adequacies and needs and, finally, development of plans and programs to deal with these needs.

Our Statewide and Urban Studies unit coordinates work in  partnership with local and regional authorities for urban transportation planning, and more recently, countywide transportation studies. These studies are coordinated, comprehensive and continuing in nature, using  transportation modeling  to project future  socio-economic and land use conditions and their effect on traffic flow and resultant system needs. 

Started in 2005, the Geographic Information System unit under the Research and Planning Division has been charged with spatially enabling various dataset within the DOT. Visit the GIS homepage to find the latest geospatial news, standards, and spatial transportation data.

The Program Administration Section is responsible for administering 
the Department of Highways  Transportation Program.  It programs 
and maintains project specific data for the renovation, improvement 
and expansion of the WVDOH roadway system.  The STIP 
(Statewide Transportation Improvement Program) is the document used 
to guide and maintain a financial constraint program.  Various other 
reports produced by the Program Administration Section will be made 
available online.
